Yes, that's correct. Nobody can legally create YuGiOh games unless they're given permission by owner of the title/brand/IP. Actual card game seems to be owned by Konami. Manga and characters may be owned by someone else.

Back in the day, letting the player just input the card ID of the real card and having it appear in-game was fine, but charging you money for virtual packs is much more profitable now.
